This empirical study explores the transformative potential of strategic collaborations between public libraries and NGOs in addressing digital challenges in underserved communities. Focusing on the partnership between a public library in Kano State, Nigeria, and STEMi, this qualitative research employs semi-structured interviews and observations to examine the origins, contributions, challenges, and outcomes of the collaboration. The study is underpinned by Social Exchange Theory (SET), which frames the partnership as a mutual exchange of resources and benefits, focusing on trust-building and shared goals. Using purposive sampling, key informants, including library staff and STEMi representatives, provided insights that were analyzed through thematic analysis. Findings reveal the partnership’s success in leveraging complementary resources to enhance ICT infrastructure, build staff capacity, and improve digital literacy within the community. Challenges such as financial constraints, inconsistent internet connectivity, and logistical hurdles were identified, along with strategies like feedback meetings and flexible training schedules to address them. The study concludes with actionable recommendations for strengthening and replicating such collaborations, offering a model for bridging the digital divide and fostering community empowerment in similar contexts.
